An online "Bid Evaluation and Management System" has been proposed with the primary objective of reducing subjectivity in the technical evaluation within the Two Bid System. Additionally, this proposed system aims to tackle various other challenges in the bidding process, including the physical submission of bid security, repetitive document verification, and the real-time assessment of bidders' capacity.
A draft Terms of Reference (TOR) for the proposed system is hereby attached.
